How did the articles of confederation create a weak central government?

    It was a last minute attempt to try to get the states into a united front in the Revolutionary War, in which it needed all the states to agree with, which some did not want to give up their individual power to a federal government. It basically meant the states didn't have to listen to the federal government in a majority of decisions, so the government could not enforce taxes or the like.
