    The people of North Korea do not have access to pretty much any technology that is used in most of the countries in the world, thus they have a very low to none usage of personal technology. This makes them far behind when it comes to a comparison with most of the societies, and the people are clueless when it comes to technological items that we take for granted and use them all the time. The reason why the people in North Korea do not have access to the technological advancements and gadgets is because the government is restricting them in order to have better control of them, as without the technology they are not aware what happens in the world, thus remain obedient.
