What is the current relationship between the north korean government and south?

Neutral, Basically North Korea could attack South Korea at any time and win but that would allow other countries to attack North Korea. It's doubted they will actually do anything against South Korea because they could not withstand an invasion force from Superpowers like: United states of america, Russia, Britain, etc.
