    The answer to this question is the letter C which is "A king forces farmers to send him most of their crops to be distributed among the wealthy people". John Locke is a person who believes that people have the right to revolution and people was legitimate for an uprising when their rights have been abused by their leaders so letter C is unacceptable to him.
