In times of great crisis: and conflict, the federal government should lead. The government has the ability to get money where it needs to be. We saw this recently during the recent hurricanes. Sure state government is closer to the crisis, maybe too close. The federal government has access to many resources and manpower.

During these time people want their government to feel what they feel, to know that someone has their back.

This doesn't change the responsibility of state governments, it enhances them.
