Why were many delegates skeptical about creating a strong central government?

    They were worried that by creating a strong central government, the rights, naturaul rights, and needs of the people would be overlooked. This is why many advocated for strong state government, and a weak national government. However, this resulted in states acting individually and not as a nation which resulted in many conflicts.
