As noted by Lrathburn's response - - Concerned about the Catholic minority in Maryland, Leonard Calvert ordered the Second Lord Baltimore to make a law requiring Catholics to practice their faith quietly and privately.

Leonard Calvert (1606-1647) was the first proprietary governor of the Province of Maryland. Proprietary colonies were given a charter by the king, and the proprietors or proprietary governors, empowered by the king, were effectively the rulers of the colony.

Cecil Calvert (1605-1675) was the second Lord Baltimore, and was the brother of Leonard Calvert. Both of them were sons of George Calvert, the first Lord Baltimore.

The Calverts were themselves a Roman Catholic family, and promoted religious tolerance in the colony of Maryland.
