The correct answer is D: how enslaved people should be counted for purposes of state representation. During the Constitutional Convention in 1787, southern states wanted slaves to count as 1 whole person in the state's population because there would be more representation in the House of Represenatives. However, the northern states wanted more representation than the southern states so they wanted slaves to not count when discussing population. In the end, they later on both settled for slaves to count as 3/5 of a person.
