    Horace Mann, the Father of the Common School believed that every child deserved at least a basic education and if the Government had to be the one paying for it then so be it.

    He is noted for saying that "the Common School ... may become the most effective and benignant of all forces of civilization" amongst other things which boiled down to the fact that to him, the Common School had a good chance of becoming the most best way to become a good citizen as well as a citizen involved in the Democratic process which will then lead to greater societal wellbeing.
