Why did Haynes favor states' rights?

    1. He believed that if tariffs could be levied on South Carolinians, then the government would not abolish slavery in South Carolina. 2. His state had experienced the industrial boom that occurred in the northern states. 3. He believed that there was a compact between the states, more than one union. 4. States were only a part of the union, and the federal government should be in complete control.
