Are there times when violation is liberal values is appropriate? Why or why not?

Liberal Values followed in a society are a good measure of how well a particular society has progressed in terms of human rights. Human rights and liberal values are closely linked.

I strongly believe, that the most important liberal value is the right to free speech.
