What leads the author to conclude that the Soviet Union can only be known as a police state? The Soviet government has very strict and oppressive control over the people. The Soviet government used and put great emphasis on the local and state police. The Soviet government placed the authority of the police over the Tsar. The Soviet government used the police to protect the rights of the people.
