The government was in the midst of prioritizing politically-related issues, trying to undo the wrongs transpired during the previous administration. Innovations and technological advancements were not that much of a priority back then.

    Singapore on the other hand, was reaping the advantages coming from the economic recession in the 1980s. Structural improvements led to the growth and rise of modern amenities for the people. Innovations in the field of technology, businesses in general, and various services sector were taking place. In fact, even prior to the 90s, the country was already known for being one of the leaders in technological advancements being the global leader in disk drive manufacturing, for instance. The establishment of the 1991 Concept Plan was also a sign of how the country was serious in creating a modern environment for its people, with the vision of creating a place where citizens can enjoy a well-balanced lifestyle when it comes to work and play. The growth of high-tech industries was one of the main thrust of the Singapore government.
