    It is the President, because he exercises the country's most important jobs.

    -Mobilising the Armed Forces

    -Creating Diplomatic Relations

    -Breaking Diplomatic Relations

    -Gives orders to deploy bases

    -Decides which laws will pass

    -And many more

    The Constitution is not a legal authority. It is more like a law to be followed

    I think it's US constitution. it can not be debated, and is paramount. where as everyone else has checks and balances in place to prevent them from being too powerful.
