    For me this is the correct answer. Why? Because after the Treaty of Versailles was signed, it was agreed that Germany should take full responsibility of the war, and therefore had to pay reparations to France.

    2. Which of the following was NOT a weakness of the League of Nations?

    c. The Soviet Union did not join until 1934. Italy, Japan, and Germany were all key council members and all wished to see Versailles revised.

    The League weakened further when some of the main powers left in the 1930s.

    Japan began as a permanent member of the Council, but withdrew in 1933 as the League expressed its opposition to the invasion of the Chinese territory of Manchuria.

    Italy also began as a permanent member, but withdrew in 1937.

    And the British didn't close the Suez Canal.
