First settlement to allow complete freedom of religion and insist upon the separation of church and state welcomed all who fled religious persecution

Perhaps the first settlement that would allow for freedom of religious expression in their community was that of the settlers that arrived on Plymouth Rock. This is due to the fact that they themselves were escaping religious persecution and looking to implement more moderation into their communities.
