    The Soviet Union was an ideological struggle with the US as the cold war was about the US and other lesser powers trying to stop the spread of communism. The others were involved but not the main contributers.

    The Cold War was an ideological struggle between the Soviet Union and the United States. Although other countries were involved (being in the "sphere of influence" of either the US or Russia), these were the two main countries in the conflict.
