What was the advantage of a tetrarchy, the form of government Diocletian created when he came into power? It allowed citizens the right to elect their own representatives in the government. It made the empire easier to manage because responsibilities were divided among four people. By dividing the land area into four equal sections, it was easier to govern. It increased the overall tax revenue because there were twice as many tax collectors.
