Why did Gorbachev choose the United Nations as his forum for this speech?

He explained why he chose it in the beginning of the speech. The exact quote is this "We have come here to show our respect for the United Nations, which increasingly has been manifesting its ability to act as a unique international center in the service of peace and security". He followed by explaining that he would reduce the military and increase the human rights fight in the Soviet Union.
