For many years have been created policies that divide people by their race, you can define racism as a modern ideological doctrine, without scientific basis, linking certain physical characteristics of groups of humans called races with certain cultural features and individual intellectual and moral. This establishes a "natural" hierarchy among different human groups from a series of premises such as the correlation between genetic heritage, intellectual capacity and moral disposition. That is why these policies started being created, to be used against those who were not "alike" to the policies writers, an example are: The eugenics or sterilization of the so-called "physical and psychic degenerates", policies of flow control of immigrants, the imposition of racial quotas and the prevention of mixed races, the performance of intelligence tests, to try to demonstrate white superiority and the disclosure of conclusions, all this to justify the mistreatment and exclusion of people considered different by their color or nationality.
