projects goals is the final aim that the group intended to achieve in the future.

The culture and management are formed to enable the group achieve the goal, not the other way around.

For example, let's say that the goal of the company is to create a healthy work environment where the employees can give their best with least amount of pressure.

To achieve this, the company need to create a culture where the leaders are required to connect and interact with the employees on personal level and the management need to be flexible in the way they evaluate the employees
