    All of the above

    Explanation:

The Homestead Act is an act created by Abraham Lincoln, who wanted to give the land to any person who wanted it (with application, of course) women, slaves and immigrants. They would get a piece of land with a minimal fee. His inspiration for such an act was that it was important and necessary for everyone to have the opportunity to start building their lives on the foundations of their work.

This was the greatest privatization act in American history.
