How did the idea of a social contract become a catalysis for political change?

When we evaluate when someone consents to be governed by an entity we need to think about the people and the governing body in a mutual agreement. This was a pre-political thing before things truly politically changed, and to have a government contract was a new idea for it's time. Many enlightment thinkers such as Locke, pushed the status quo for natural rights, and that a governing body must uphold them in this social contract model. This was a catalyst for new States (countries) to become created, and have insighted a need to have a national identity.
