    IDEA was first passed in 1975. It was created to provide a free appropriate public education (FAPE) to children with disabilities.

    Why was it created?

    As of the early 1970s, U. S. public schools accommodated 1 out of 5 children with disabilities.

    Until that time, many states had laws that excluded children with certain types of disabilities from attending public school, including children who were blind, deaf, and children labeled "emotionally disturbed" or "mentally slow."

    More than 1 million children had no access to the public school system, with many of them receiving no or little education.
