why do you think congress considers bills in committee before they are brought to the floor for debate

    Committees provide space for expert debate before being brought to the floor for more general opinions. They give politicians who truly care about the issue a chance to refine their bill so it has the best chance of being passed. It's also much easier to write, construct, and edit the bill in committees as they consist of a much smaller group of people than Congress as a whole.
