Why is it harder to change the Constitution than it is to pass a law?

    C is the correct answer.

    Obviously, A isn't correct because laws are important.

    B isn't correct because the founding fathers were aware that change was going to inevitably come.

    D isn't correct because changing the Constitution isn't a popular vote procedure.
