    Explanation:

    In the matter of laws, the President has two functions: to approve or veto the legislation passed by Congress (If the President does not approve then the law goes back to the Congress which can also override the president's veto with a certain majority) and to enforce laws. Thus, once a law is established he or she can not suspend it at will as it does not have the power to do so. The Judicial branch is responsible for declaring a law unconstitutional and therefore, to suspend it.
