How did chief justice john marshall justify the power of the federal government to establish a bank? what phrases in the constitution does he use to support his argument?

    He justified the need for a national bank through the "necessary and proper" clause in the Constitution. While there might not have been explicit language granting the creation of a national bank, the clause gave the Congress the ability to do whatever it needed to as a way of carrying out the powers that were explicitly enumerated.
