    C. The Works Progress Administration.

    The unemployment rate was in 1935 was 20%. The WPA was designed to provide relief for the unemployed by providing jobs and income for millions of Americans. More than 3.3 million worked for WPA in 1938. Roads, bridges, government office buildings, rail tracks were made by WPA.
