    The pair of statements that best compares the rights and requirements of US citizens is pair A. Pair A is the only set of statements that provide valid examples of rights and requirements. US citizens do have the right to freedom of speech and they are required to follow the laws of the US. Pair B is wrong because it does not provide a valid requirement of a US citizen; there is no requirement to volunteer. Pair C is wrong for a similar reason. The statements for C also do not provide a valid US requirement for a citizen. Citizens may have a moral responsibility to clean up litter but it is not a US requirement. The last statement pair, D, also does not provide a valid US requirement. A US citizen does have requirement to participate in the legal system by serving on a jury. However this requirement does not mean they must testify in court.
