Why would urban blacks have a higher voter turn-out than rural blacks?

Urban blacks did not have to pay a fee like rural blacks did.

The urban blacks were able to organize and register to vote.

The urban blacks wanted control over rural blacks.

The rural blacks did not want to vote.

    B - The urban blacks were able to organize and register to vote which led to a higher voter turn out than rural blacks.

    Just due to the closer proximity to one another in a urban setting, they were able to organize and register to vote in groups instead of being isolated in rural settings.
