    The Virginia plan was proposed by the Virginia delegates for a Bicameral legislative branch. It was drafted by James Madison. The plan was important for its role in setting forth the idea of population weighted representation. The New Jersey Plan was formed in response to the Virginia plan. It was also known as small state plan. It was proposed by William Paterson. This plan called for the two housed of the congress to be elected with the apportionment according to the population. The less populous states were not in the support of giving most of the control of national government to the populous states and hence proposed alternative plan.
