Before the articles of confederation could go into effect how many states were needed for ratification

    This was a difference from the current constitution as all the 13 states were needed for ratification b efore the articles of confederation could go into effect. This was considered a weakness as this took years to complete the process. It was drafted in 1777 but the ratification process ended in 1781.
