    I believe the answer is: achieve better working conditions for farm workers

    In the past, most of farm works are given to immigrants from another country since they are willing to accept very little payment.

    That's being said, farmers still made to live in farming territory and experience harsh working condition such as long working hours, unsanitary water, no weather protection, etc
