The Volstead Act was passed to enforce the 18th amendment, which banned making, selling, and transporting alcoholic drinks.
The purposes of this act were:
Ban intoxicating alcoholic drinks
Regulate making, selling, and transporting of intoxicating alcoholic drinks
To supply alcohol for the use of scientific research and other practices allowed by the law
