A communist country decised to give its people more economic freedom in attempt to improve its failing economy

People will want more political freedom.

resulting in rise in capitalism and certain individuals power. The economy will improve due to the nature of capitalism as capitalists working for themselves indirectly benefit the government. Whether the government can suppress capitalism after it is unleashed remains to be seen.
