What did madison mean when he referred to a bill of rights as a "parchment barrier'?

    It was a parchment barrier because it was made out of paper and was a barrier between people and the government, protecting people from tyrannical rule and exploitation. It was a barrier built to protect everyone from possible unconstitutional repression of the government.
