The main object of the movement was the establishment of "settlement houses" in poor urban areas, in which volunteer middle-class "settlement workers" would live, hoping to share knowledge and culture with, and alleviate the poverty of their low-income neighbors.

The settlement house movement started in 1884. The main goal of the settlement house movement was to provide social services and education to the poor workers living in Britain.

Americans got inspired by this great movement and started housing settlement in response to the growing industrial poverty. Their main aim was the same as Britain, that is to reduce poverty and strengthen the education system.
