    Explanation; Neutrality acts were acts that were originally designed to avoid American involvement in World War II by preventing loans to those countries taking part in the conflict. However, they were later modified in 1939 to allow aid to Great Britain and other Allied nations. Neutrality act of 1939 allowed shipment of military goods to either side but they had to be cash and carry. President authorized 'cash & carry' export of arms and munitions to countries at war. He also specified which areas were combat zones; thus where US citizens and ships could not travel.
