What is the typical path a bill proceeds through the house of representatives? "committee on rules"?

    First a bill is drafted. This can be done really by anyone, not just member of Congress. However, you do need a member of Congress to introduce the bill to the House floor. From here the bill goes to committee. This is also where most bills die. Once the committee has agreed to the bill or a new version of the bill then it is sent the Rules Committee. Their purpose is to decide when the bill will be debated on, along with how the bill will be debated. In other words, what will and won't be allowed surrounding the debate. From here the bill goes to the floor where it is debated. It can be added to or it can die on the floor due to a vote not occurring. If a majority vote in favor, the bill then goes to the Senate where it goes through the same process again. The biggest issue is when the House approves one version and the Senate approves a different version. The bill must be the exact same to become a law.
