    Until the 1980s, most education policy was set by local districts or state governments. With education reform as a priority the federal government has created more policies such as No Child Left Behind (GW Bush) or Race to the Top (Obama) which have established federal standards. More specific policies for schools come from the state government down to the local school boards.
