    But a writ of certiorari refers to the revisionism powers wielded by the supreme court over the circuit appeal courts. The powers of certiorari became necessary as a result of backlog of cases. This backlog was resolved by the creation of the circuit courts whose decision was final. However, to maintain the jurisdiction power of the supreme court, the court as granted the power to revise the decisions of these courts to remedy any legal error.
