What was the impact of Shay's Rebellion on the need for a Constitutional government?

Shays rebellion led people to believe that the if central government was not strong enough to take control of this rebellion, surely it wasn't strong enough to take stand against much larger political issues in the future. So, the government changed its ways with a more effective government.
