    1.) Some of the factors that encouraged the development of a totalitarian government in the country was there was great cost during the war, the money was worth only a 6th as much as before the war, and food shortages.

    2.) The primary leader who took power was Benito Mussolini and he was the head of the Italian Fascist Party.

    3.) Some of the methods he used to take power were; he headed a coalition government while he slowly took power, he put his people into a new Italy Militia, and he started recreating Italy into a new totalitarian state.

    4.) One way he appealed to the people was by organizing fascist rallies.

    5.) One action that the leader took to control the country was to lead a Blackshirt march on Rome.
