    Government established by free choice of the people is expected to serve the people, who have sovereignty, or supreme power.

    Popular sovereignty may be expressed in a democracy in a number of ways; People being involved directly or through their representatives in making the constitution; then constitution is passed by a majority vote; people are involved in proposing and ratifying amendments and then they indicate support of their government.
