    When the Framers wrote the Constitution, they knew that during that moment, the English parliament elections and meetings varied from 3 to 7 year terms, this was called the Long Parliament, this was the main reason for the republican military leader Oliver Cromwell to dismiss parliament in 1653, because he believed that it grew "intolerably odious to the whole nation".

    For this reason, the Framers established two-year terms for members of the House of Representatives, so they could not be detached from their constituencies and public opinions.
