Hoy might a ruler who believes in one religion successfully govern people who believe in a different religion?

What he would do is put his opinion aside and govern the people the rightful way. Yes it is hard to put your religion aside but in this day government officials have to do it all of the time. and if the topic of religion came up just like our teachers do he would say I am not comfortable speaking about religion
