Hoover was a trickle-down believer, and thought the economy would repair itself. That didn't happen, and when FDR beat him in 1932, he started work programs to get people working, and paying taxes, thus stimulating economic growth. And WW2 added so many jobs, that by the early 50's, the economy was booming again.
