Okay so this can be difficult to explain. After World War 1 Germany was severely crushed by war preparations and the complete blame being place on them. So when Hitler came and gave Germans hope that they could rise again as a world power and have a better economy they lept at the chance. For Italy they actually didn't "give up" their civil liberties. In reality most Italians were furious with Mussolini for joining Hitler and engaging them in such a mess. In fact Italians actually hung Mussolini, his wife, and other key members of the totalitarianism belief after World War 2 ended. Does that make sense?
