    The boom in the cotton industry made so that the cotton mill will be funded by businessmen who found it viable to setup large scale factories due to the demand of cotton. Britain had financial institutions like Central bank in place to fund the formation of new factories quickly the merchants had much power in the parliament as the monarchy was close to nominal by the time of 1750 and merchants held sway in the parliament so they made conductive laws for their business.
